This unit is part of the Chemical, Hydrocarbons and Refining Training Package. It applies to applies to operators who are required to assess the magnitude and impact of the emergency, gather and coordinate all of the necessary emergency response personnel and equipment and direct their implementation, and initiate all of the necessary communication responses, both within and outside the facility. It applies to persons who would normally be in control or command of the facility or be required to deputise in this role.
